Fire & Rescue

The Fire and Rescue Department is responsible for the delivery of:
  • Emergency Management/Disaster Management Program
  • Emergency Medical Services
  • Fire Services

The department operates from the Administration Office and 8 other facilities spread throughout the county to provide these services to Powhatan’s citizens and visitors. A combination of county personnel with 200 volunteers and 75 active firefighters deliver these services.


The department was formed in April 2015 and is composed of:
  • 5 Volunteer Fire Companies
  • Emergency Management Team
  • Department Administration Office
  • Volunteer Rescue Squad


  • 2 Part-time Assistant Chiefs
  • 6 Volunteer District Chiefs
  • Full-time Fire Administration Office Manager
  • Full-time Fire and Rescue Chief
  • Part-time EMS Coordinator
  • Part-time Fire Marshal


The mission of the Fire and Rescue Department is: Serving People. Saving Lives. Protecting Property.



Fire services staffing is currently all volunteer. The 5 volunteer fire companies provide:
  • Fire Prevention
  • Fire Suppression
  • Hazardous Materials Response
  • Public Education
  • Rescue Services

Emergency Medical Services (EMS)

The department provides EMS services from 3 rescue squad buildings, supplemented by a first response program at each fire station. Contracted EMS providers supplement the volunteer EMS staff on weekdays from 5 a.m. - 7 p.m. At least one Advanced Life Support (ALS) provider is on duty 24/7/365.

Emergency Management

The emergency management team is primarily responsible for maintaining the various emergency plans for the County, including the:
  • Hazardous Materials Emergency Response Plan
  • Powhatan County Emergency Operations Plan
  • Richmond-Crater Multi-Regional Hazard Mitigation Plan
The emergency management team also manages the County Emergency Operations Center (EOC), including staffing the EOC and coordinating responses during major events that affect the County.


The services provided by the department would not be possible without its volunteers. Department members come from both inside and outside of the County, and the County provides training.
  • Participants 12 to 16 years old participate in the Junior Emergency Technician or JETS program.
  • Participants 16 to 18 years old are considered Active Junior members and can begin formal Firefighter or EMT training.
  • Participants 18 years and older are considered Senior members.
